“Integrity-driven Momentum” Helps Private Enterprises Sail Through Challenges—A Comprehensive Review of Our Region’s Deepening Efforts in Building Integrity-Focused Private Enterprises

This year, the United Front Work Department of the Autonomous Region Party Committee and the Regional Federation of Industry and Commerce have stepped up guidance and support to actively promote the establishment of trustworthy and transparent business-government relationships. They have taken the lead in deeply advancing the construction of clean private enterprises, helping companies cultivate a strong culture of integrity, streamline their operational mechanisms, and refine internal rules and regulations. Additionally, they’ve encouraged private entrepreneurs to strengthen their awareness of the rule of law, championing a development philosophy rooted in honesty, integrity, and lawful practices. By fostering a culture of廉洁 (lian) within private enterprises—often referred to as "廉动力"—these efforts are driving high-quality growth and success for privately owned businesses.

 

Government and enterprises work in the same direction to foster a strong atmosphere of integrity building.

Step into Guangxi's first education base dedicated to building a clean and upright private enterprise—Nanning Economic and Technological Development Zone's "Two New" Sector Film Party School and Sheng Tian Shangying Film Party Building Education Base. Here, the immersive classroom experience titled "Red" combines real-scene displays, patriotic films, and mini-theater performances, offering visitors a unique and engaging hands-on lesson in Party history education. Leveraging the platform of cinema venues, the base effectively revitalizes film resources to promote patriotism and foster education on integrity among entrepreneurial leaders. To date, it has successfully hosted over 20 cultural and educational events focused on fostering clean governance, welcoming 1,000 representatives from chambers of commerce and private enterprises.

It is reported that, with the support of the Autonomous Region Federation of Industry and Commerce, our region has established 13 educational bases dedicated to building clean and transparent private enterprises. Among them, the Nanning BRICS Tea City Education Base uniquely combines China's time-honored tea culture with integrity education, using tea as a symbol of廉洁 (integrity), honoring廉洁 through tea, and fostering廉洁 by leveraging the virtues of tea. This initiative has carefully crafted the "Tea & Integrity: A Seamless Blend" integrity culture brand, known as "Tea-Li Impression." These bases not only serve as practical platforms for ideological and integrity education among private sector entrepreneurs across the region but also actively promote the development of廉洁 culture within private enterprises, helping businesses prevent internal corruption and strengthen their systems and mechanisms for maintaining integrity.

To strengthen the promotion of clean and integrity-driven private enterprises, our region has uniformly compiled and distributed the "Guangxi Publicity Slogans for Building Integrity in Private Enterprises," widely circulated the "Guangxi Initiative on Building Integrity in Private Enterprises" among private firms across the region, and published the "Handbook for Building Integrity in Private Enterprises," providing guidance to local areas in organizing their initiatives effectively. Each city and prefecture in the region has tailored its own vibrant and diverse publicity and outreach activities based on local conditions—for instance, Nanning City launched the thematic event "Check-in at Red Heritage Sites: Building Integrity in Private Enterprises"; Liuzhou City introduced the "Ten Essentials" framework for establishing model integrity-focused private enterprises; Wuzhou City leveraged collaborative efforts between government and businesses to foster a close yet transparent relationship between public officials and entrepreneurs, focusing on institutional development and platform-building; Hezhou City encouraged private companies to conduct collective integrity talks with their employees; and Fangchenggang City advanced the implementation of "three key lists"—a publicity list, an activity list, and an institutional checklist—to systematically promote integrity within the private sector. Through these targeted outreach efforts, localities have successfully boosted corporate engagement, embedded the ethos of integrity deeply into organizational cultures, significantly enhanced employees' awareness of廉洁 (integrity), and cultivated a robust environment that values and upholds廉洁 principles.

 

Strengthen service guarantees, fostering a "close yet clean" relationship between government and business.

"Regarding the criteria for initiating investigations into the crime of embezzlement in a position of trust, cases involving misappropriation amounts reaching 30,000 yuan should be formally investigated and prosecuted..." Recently, the Autonomous Region Federation of Industry and Commerce held a special training session titled "Guangxi Rule-of-Law Lecture Series for Private Enterprises—Preventing Internal Positional Crimes in Private Businesses." Through explanations of legal terms and case analyses, the session highlighted the detrimental impact of corruption on private enterprises. Attendees—including private entrepreneurs and key management personnel from critical internal positions within private companies—expressed their commitment to upholding ethical principles, strictly adhering to legal boundaries, proactively preventing issues before they escalate, and remaining constantly vigilant. They pledged to set an example of integrity and honesty, striving to contribute positively to the healthy development of private enterprises.

Since the beginning of this year, our region's Federation of Industry and Commerce system has actively launched initiatives such as "Bringing the Law to Chambers of Commerce and Enterprises" and the "Rule-of-Law Health Check" program for private enterprises, thereby advancing the building of law-based private enterprises. We have established the Guangxi Federation of Industry and Commerce Legal Service Team to provide free legal consultations and rule-of-law lectures to private businesses across the region. Additionally, we’ve encouraged law firms to partner with chambers of commerce in collaborative efforts, jointly promoting legal awareness among private enterprises, safeguarding their legitimate rights and interests, and mediating disputes—while also helping these companies prevent and address internal corruption issues. Furthermore, we’ve been piloting compliance reforms for enterprises involved in legal cases, guiding private firms to operate lawfully and compliantly. Notably, 23 mining enterprises in Lucuan County were selected as exemplary cases of compliance reform, featured in the third batch of typical compliance reform cases released by the Supreme People’s Procuratorate in August 2022.

In addition, our region has formulated and issued the "Guangxi Measures for Credit Repair Management by Market Supervision and Administration" and the "Guangxi Implementation Measures for the Management of Serious Illegal and Dishonest Lists by Market Supervision and Administration," implementing an inclusive and prudent regulatory approach that combines incentives with penalties, continuously boosting the vitality of market entities. We have also actively rolled out measures to alleviate difficulties faced by businesses, focusing on continuously optimizing the market access environment, providing targeted support to help market players reduce burdens and overcome challenges, and flexibly and precisely deploying financial policy tools to foster healthy business growth. These initiatives have brought more benefits to private enterprises, effectively encouraging them to take the lead in promoting integrity-building efforts, thereby ensuring the steady and successful advancement of building clean and transparent private enterprises.

 

Cultivating benchmark enterprises: The integrity-driven demonstration effect blossoms in multiple areas.

Integrity is both a unifying force and a driving force for productivity.

Our district has formulated the "Guiding Standards for Cultivating and Establishing Model Enterprises in Building Integrity within Private Businesses in Guangxi (Trial)", which provides guidance on fostering integrity-building initiatives across key areas such as organizational development, institutional frameworks, corporate culture, and promoting honesty and compliance. We are actively identifying and nurturing 111 model enterprises that exemplify ethical business practices, uphold integrity and the rule of law, adhere to industry standards, and demonstrate high moral values. These exemplary companies will serve as role models, driving the development of an ethical business culture that fosters mutual trust and integrity, thereby creating a positive cycle of "integrity safeguarding closeness, and closeness enhancing integrity," ultimately supporting the healthy growth of private enterprises.

Guangxi Shanyuan Food Co., Ltd. has strengthened its efforts to promote a culture of integrity among both management and employees by distributing integrity initiatives, posting inspirational slogans, and selecting model "integrity teams." The company is continuously fostering and enhancing its corporate culture, which centers on values such as "honest business practices, adherence to laws and regulations, standardized conduct, and high moral character."

Guangxi Xianggui Sugar Industry Group Co., Ltd. has formulated the "Six No-Gos for Compliance Operations" to institutionalize and safeguard the building of a clean and upright private enterprise, ensuring that the company stays within legal and ethical boundaries during its business activities. Additionally, the company has introduced the "Ten Prohibitions for Ethical Conduct at Work," integrating these principles into employees' job responsibilities, thereby strengthening the influence of integrity-minded values and culture across all levels of the organization—and subtly yet effectively enhancing both accountability and ethical awareness among staff.

Guangxi Wangda Industrial Group Co., Ltd. has identified vulnerable areas prone to corruption—such as "project investment, engineering management, fund utilization, and material procurement"—and developed a series of targeted systems, including project integrity management, financial management, and material management policies. The company organized all project departments to sign integrity responsibility agreements, totaling 220 copies, while 56 newly hired employees signed the "Commitment Letter for Integrity in Professional Conduct," ensuring that the integrity systems are effectively implemented.

Hezhou Heyuan Powder Development Co., Ltd. integrates activities such as the Party Member Pioneer Posts and Youth Civilization Posts to deeply identify exemplary employees who exemplify integrity and self-discipline, selecting and promoting a group of advanced role models in this area. The company fully leverages the leading role of its Party-building efforts—“taking the lead and setting an example”—to drive the integration of clean governance culture into teams and individual workstations, thereby fostering an organizational environment characterized by "Party building guiding the way, with integrity providing reliable support."

Gentle breezes turn into nourishing rain, silently nurturing all things. In advancing the building of clean and upright private enterprises, entrepreneurs and employees are subtly immersed in and inspired by the values of integrity. As a result, an ethos of廉洁 (liánjié – incorruptibility) has seamlessly integrated into every aspect and process of the company's production and operations, actively driving private enterprises toward high-quality development.
