Baihui Pharmaceutical attends the Nanning Municipal Emergency Management Bureau's "Two Sessions" Safety Supervision Meeting

On September 9, 2021, the Nanning Emergency Management Bureau held a city-wide video conference on the safety supervision of hazardous chemicals. Attendees included Gan Zehua, member of the Party Leadership Group and Deputy Director of the Nanning Emergency Management Bureau; Long Guiyang, Chief of the Hazardous Chemicals Division of the Nanning Emergency Management Bureau; leading officials from district-level bureaus across Nanning; and representatives from hazardous chemical and pharmaceutical-chemical enterprises throughout the city. Sun Chao, Manager of the Safety and Environmental Protection Department at Baihui Pharmaceutical, also attended the meeting.
This meeting was chaired by Long Guiyang and focused primarily on deploying security measures for the 18th China-ASEAN Expo and the China-ASEAN Business & Investment Summit, as well as on advancing safe production efforts. First, Gan Zehua pointed out that, due to the ongoing impact of the global pandemic, China has decided to retain only three major expos domestically—and the 18th China-ASEAN Expo is one of them. From a political perspective, this event carries significant importance, accompanied by heightened responsibilities compared to previous occasions. Therefore, during the conference, it is crucial to clearly understand the current situation and rigorously enforce safety protocols. Gan also emphasized the need to earnestly implement General Secretary Xi Jinping’s guiding principles: "Two Fundamentals, Three Musts" (fundamentally eliminating risks and addressing issues at their root; ensuring safety management is integrated into all aspects of business operations, industry oversight, and production/management activities). Unfortunately, regulatory bodies and enterprises alike have historically adopted an approach characterized by laxity—often marked by leniency, complacency, and insufficient enforcement—which has unfortunately led to frequent accidents. To truly achieve effective safety management, organizations must adopt a mindset of strictness, meticulousness, practicality, depth, precision, and accuracy.
Next, Long Guiyang outlined the following arrangements for safety production during the "Two Sessions": 1. During the Two Sessions, designated leading officials must be on duty and available at all times; the municipal bureau will conduct unannounced spot checks. 2. Enterprises should meticulously organize hazard inspections and promptly address any identified issues. 3. All enterprise safety equipment must remain fully functional, and the corresponding alarm systems must operate properly. 4. Emergency plans and drills should emphasize practicality and feasibility, while also enhancing employees' proficiency.
Baihui Pharmaceutical will fully implement the spirit of this meeting, further enhancing our understanding of the critical importance of safety risk prevention during the China-ASEAN Expo. We will focus on addressing fundamental and root-level issues by strengthening control over major safety risks and improving emergency preparedness measures for natural disasters. Additionally, we will organize comprehensive inspections and remediation efforts to identify and eliminate potential safety hazards, ensuring thorough coverage, zero tolerance, and practical effectiveness. Finally, we will rigorously enforce safety responsibilities and strictly adhere to established work measures, creating a safe and secure environment that effectively supports and safeguards the 18th China-ASEAN Expo.
