Meanwhile, addressing prominent issues in integrity and self-discipline stands out as one of the six key areas that this educational initiative seeks to tackle head-on. As the Party’s “disciplinary force,” the discipline inspection and supervision agencies play a vital role in advancing the comprehensive governance of the Party according to strict rules. They shoulder an important mission and wield significant influence in driving forward China’s unique path to modernization. Therefore, it is imperative to strengthen integrity-building efforts rigorously and pragmatically, embedding the integrated approach of "preventing corruption, curbing corruption, and eliminating corruption" into every aspect of their own development. Only by doing so can we resolutely weed out corrupt elements within our ranks, firmly prevent "darkness under the lamp," and forge an ironclad discipline inspection and supervision team that is upright, strong, and incorruptible.
Integrity and honesty are the very foundation upon which disciplinary inspection and supervision officials rely to establish themselves—and they also serve as the unwavering confidence that empowers them to bravely fight against corruption. General Secretary Xi Jinping has repeatedly emphasized that those entrusted with enforcing discipline must first abide by it themselves, and those who oversee others must first discipline themselves. Disciplinary inspection and supervision officials have long been at the forefront of efforts to build a clean government and combat corruption; their work is akin to "forging iron"—a task that inevitably stirs up resistance and draws criticism. Thus, these officials must first become "ironclad individuals" themselves. If they fail to maintain personal integrity and uphold high ethical standards—if their resolve falters or their confidence wanes—they will lack the fearless spirit needed to rigorously carry out oversight, discipline enforcement, and law enforcement. As a result, they may hesitate, second-guess their actions, or even shrink back in fear. Moreover, it’s crucial to recognize that violating discipline or breaching the law not only undermines the credibility of the entire disciplinary inspection and supervision team but also erodes public trust in its mission. Therefore, as supervisors and enforcers of discipline and law, these officials must voluntarily submit themselves to the strictest forms of restraint and scrutiny, holding themselves to even higher standards and stricter disciplines—ensuring that they always remain steadfastly committed to integrity and廉洁.
Integrate the thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era organically with the nationwide campaign to strengthen and rectify the discipline inspection and supervision cadre teams. This integration should educate and guide cadres in discipline inspection and supervision to uphold their Party spirit, approaching their duties with a profound sense of dedication—to the Party, to the country, and to serving the people wholeheartedly. Discipline inspection and supervision officials are loyal guardians of the Party and the people. They must deeply reflect on the ideological power nurtured through this thematic education and educational rectification, rallying collective determination to forge ahead with renewed vigor. At the same time, they should willingly undergo transformative, soul-stirring revolutionary refinement and spiritual cleansing, steadfastly preserving their incorruptible and upright political character. Strengthening internal oversight and checks-and-balances is essential to ensure the proper exercise of disciplinary inspection and law enforcement powers. Promoting the standardized, rule-of-law-based, and institutionalized development of discipline inspection and supervision work is an inevitable requirement for achieving high-quality growth in this critical endeavor during the new era and on the new journey ahead. General Secretary Xi Jinping has repeatedly emphasized the need to firmly establish a strong awareness of the rule of law, procedural rigor, and evidence-based practices, ensuring that all work is carried out strictly in accordance with established authorities, rules, and procedures. Since the 18th National Congress of the Communist Party of China, under the firm leadership of the CPC Central Committee, a series of landmark, pivotal, and foundational regulations and systems have been introduced, comprehensively advancing the legalization of discipline inspection and supervision institutions, functions, powers, procedures, and responsibilities. These measures have clearly defined the boundaries of authority and institutional norms for discipline inspection and supervision agencies. The Central Commission for Discipline Inspection and the National Supervisory Commission have proactively accepted the leadership and oversight of the CPC Central Committee, guiding the entire system to rigorously enforce both Party regulations and national laws and regulations. At the same time, they have strengthened internal control mechanisms, firmly upheld the boundaries of power, and ensured that disciplinary inspection and supervision authorities consistently operate within the framework of the rule of law. Discipline inspection and supervision agencies at all levels have earnestly implemented various institutional guidelines, continuously refining supporting systems and measures. Through formulating regulatory frameworks, improving working mechanisms, optimizing operational processes, and reinforcing oversight and inspection of system implementation, these agencies have reinforced their capacity to supervise and constrain disciplinary inspection and law enforcement powers. Looking ahead, it is crucial to address emerging challenges and evolving realities in the practice of discipline inspection and supervision by further enhancing the agency's internal mechanisms for power operation and its management and oversight systems. Only in this way can we steadily elevate the standardization, rule-of-law orientation, and institutionalization of discipline inspection and supervision efforts.
Turning the blade inward, we will rigorously discipline our队伍, adopting zero tolerance toward disciplinary violations and illegal acts in law enforcement. We are determined to eliminate those who undermine integrity and resolutely prevent the "darkness under the lamp"—the risk of corruption even within the very institutions meant to combat it. The disciplinary inspection and supervision agencies are not "safe boxes," and their staff do not possess any innate "immunity." Currently, the fight against corruption remains grave and complex, with disciplinary inspectors constantly facing the dual challenge of temptation and resistance to corruption—making them particularly vulnerable to being targeted by individuals with ulterior motives seeking to "hunt" them down. Fortunately, the vast majority of disciplinary inspectors have managed to maintain high standards of integrity and self-discipline throughout their careers. However, a small number still fall short in self-monitoring and self-restraint, leading to occasional breaches of discipline and the law. As a result, the task of preventing "darkness under the lamp" continues to be dauntingly heavy. We must maintain unwavering vigilance in strictly managing and governing ourselves, never letting up for a moment. This means firmly punishing corrupt elements within the system, vigorously investigating cases involving personal gain through abuse of power, collusion to cover up wrongdoing, or leaks of sensitive information. Above all, we must resolutely guard against exploiting supervisory, disciplinary, and law enforcement authorities—as well as one's official position—to pursue private interests. Only then can we ensure that the power entrusted to us by the Party and the people is never misused, and that the sword of justice—meant to punish evil and promote good—remains forever untarnished.
Supervisors must themselves be subject to oversight; those who enforce discipline must strictly adhere to it; and anti-corruption fighters must remain upright and free from corruption. In this new era and on this new journey, carrying out disciplinary inspection and supervision work is both a significant responsibility and a glorious mission. Disciplinary inspection and supervision agencies must uphold the spirit of thorough self-revolution, resolutely combatting the prominent problems and negative tendencies within their own ranks, strengthening daily oversight, enhancing immune defenses, and earning the trust and confidence of the Party and the people through their integrity, strength, and moral uprightness.
