Several Measures to Enhance the Stability and Competitiveness of Guangxi's Key Industrial and Supply Chains

To thoroughly implement the decisions and arrangements of the CPC Central Committee, the State Council, the Autonomous Region Party Committee, and the Autonomous Region People's Government on comprehensively advancing COVID-19 prevention and control alongside economic and social development, enhance the stability and competitiveness of our region's critical industrial chains and supply chains, and promote high-quality industrial growth, these measures have been formulated.

I. General Requirements

(1) Guiding Ideology. Guided by the Thought on Socialism with Chinese Characteristics for a New Era, we will uphold the new development philosophy, pursue high-quality development, deepen supply-side structural reforms, steadily advance the "six stabilizations" efforts, fully implement the "six guarantees" tasks, accelerate the coordinated resumption of work and production across the entire industrial chain, strengthen and enhance critical industrial chains, elevate the sophistication of our industrial foundations and the modernization of our industrial chains, and build a secure, stable, and efficient industrial and supply chain system. This will drive industrial transformation and upgrading, fostering high-quality growth across all sectors.

(II) Basic Principles.

Market-led, government-guided. We will comprehensively deepen reform, fully leveraging the market’s decisive role in resource allocation, strengthening the primary position of enterprises, and unleashing their vitality and creativity. At the same time, we’ll refine supporting policies, optimize industrial layouts, enhance the efficiency of factor allocation, and foster a favorable environment for the development of the entire industry chain.

Highlight priorities and implement tailored strategies for each chain. Focusing on key pillar industry chains and strategic emerging industry chains, we will remain problem-oriented and adopt a "one-chain, one-strategy" approach to drive coordinated resumption of production across the entire value chain, while strengthening and reinforcing critical supply chains.

Driven by innovation and empowered by technology, we are fostering the integration of scientific and technological advancements with industrial chain development. By refining policies that support innovation, we aim to break through a batch of critical, cross-cutting technologies in key areas, strengthening the ability of innovation to underpin industrial growth and elevating the overall competitiveness of both industrial and supply chains.

Open up for cooperation and pursue common development. Actively integrate into the Guangdong-Hong Kong-Macao Greater Bay Area, proactively take on the transfer of industrial chains from eastern regions, and comprehensively enhance the level of regional industrial chain collaboration. Vigorously leverage global resources and markets to encourage industries to deeply participate in the global division of labor within industrial and supply chains.

(III) Development Goals.

By the end of 2020, six major industrial chains—automotive, machinery, electronic information, high-end metal new materials, high-end green home furnishings, and biopharmaceuticals—had fully resumed work and production, with large-scale industrial enterprises essentially achieving full-capacity output.

By the end of 2022, significant progress had been made in strengthening and supplementing key industrial chains, with new breakthroughs achieved in critical components and advanced technologies. A robust automotive industry chain centered around Liuzhou has taken shape, alongside a machinery industry chain primarily based in Liuzhou and Yulin, and an electronic information industry chain led by Beihai, Guilin, and Nanning. Additionally, a high-end metal新材料 industry chain focusing on Fangchenggang, Baise, and Hechi, a green, high-end petrochemical industry chain anchored in Qinzhou, and a premium green home furnishing industry chain centered in Guigang, Chongzuo, and Liuzhou have emerged as key pillar industries. Meanwhile, strategic emerging industry chains—such as the next-generation communication equipment sector dominated by Nanning and Beihai, the lithium-battery new energy materials cluster centered in Yulin, the biopharmaceutical industry spanning Wuzhou, Guilin, and Nanning, and the high-end environmental protection equipment sector led by Nanning, Guilin, and Liuzhou—are gradually taking root. Efforts are underway to position several of these industry chains as nationally significant ones.

II. Deeply Advance Collaborative Resumption of Production Across Industrial Chains

(4) Focus on the "Three Lists" to drive collaborative resumption of production across industrial chains. Focusing on six key industrial chains—automotive, machinery, electronic information, advanced metal new materials, high-end green home furnishings, and biopharmaceuticals—we will refine "three lists": a list of priority enterprises, a list of upstream and downstream core-related companies, and a list of identified challenges. This will enable us to strengthen operational coordination, establish a rapid problem-solving mechanism, and adopt tailored strategies—such as "one strategy per chain" and "one strategy per enterprise"—to help businesses tackle cross-provincial and cross-border collaboration issues within their industrial and supply chains. Our goal is to fully address bottlenecks and reconnect broken links, ensuring seamless flow throughout the ecosystem. (5) Strengthen the supply assurance for critical components and key raw materials. Establish a management mechanism for compiling a list of critical components and key raw materials that represent "choke points" in priority industrial chains, and implement a domestic substitution plan. Encourage enterprises such as SAIC-GM-Wuling Automobile Co., Ltd. (hereafter referred to as SAIC-GMW), Dongfeng Liuzhou Automobile Co., Ltd. (hereafter referred to as Dongfeng Liuzhou Auto), and others to accelerate the stockpiling of critical components like chips and sensors. Meanwhile, Guangxi LiuGong Group Co., Ltd. (hereafter referred to as LiuGong Group) should expedite its reserves of hydraulic parts, engines, radiators, and other essential components, while Guangxi Yuchai Machinery Group Co., Ltd. (hereafter referred to as Yuchai Group) should speed up the procurement of key components such as fuel/gas supply systems, voltage regulators, and pressure reducers, thereby preventing potential disruptions in the supply of imported parts. Additionally, support electronic information companies like Nanning Fugui Precision Industry Co., Ltd. in identifying domestically produced alternatives for imported components, including circuit boards and capacitors. (6) Accelerate the completion and commissioning of major projects. Implement a checklist-based management system for major project construction, accelerate the approval and disbursement of direct equity investment funds for emerging industries and the Industrial High-Quality Development Fund, and coordinate solutions to challenges such as energy consumption, labor needs, land use, and logistics encountered during project implementation. In 2020, we will push for the completion and commissioning of more than 60 "Double Hundred, Double New" industrial projects. Additionally, we will speed up the introduction of projects like dipotassium phosphate and ammonium polyphosphate to effectively address the issue of disposing of by-products from copper smelting. (7) Strengthen the implementation and delivery of business-benefiting policies. Simplify the funding application processes for labor subsidies, rent reductions, and other financial incentives, and accelerate the disbursement of funds benefiting businesses. All funds allocated under the policies supporting enterprises resuming work and production must be fully disbursed by the end of September 2020. Additionally, implement the policy on procuring and storing key high-end metal新材料 products, and formulate a Guangxi aluminum ingot procurement and storage plan. Furthermore, designate critical stainless steel raw materials such as nickel and chromium as strategic resources, maintaining them in regular reserves according to predetermined stock levels. (8) Further reduce business costs. Increase the total volume of electricity market-based transactions and expand the scope of these transactions. Extend until the end of 2020 the policy of reducing electricity prices by 5% for large industrial users (excluding high-energy-consuming sectors) and for general commercial and industrial customers. Additionally, enhance the inspection capabilities and efficiency of electronic information products at the Pingxiang and Dongzhong ports, thereby accelerating the import and export clearance process for such goods. (9) Promote consumption of key industrial products. We will enhance the construction of enterprise production and sales matchmaking platforms, organize online and offline supply-demand matching events, support enterprises in participating in national-level trade fairs and exhibitions, and facilitate the shift of export products to domestic sales. Additionally, we will launch the "Cars into 100 Enterprises" initiative, encouraging companies like SAIC-GM-Wuling to offer group-buying promotions tailored to large enterprises within the region. Furthermore, we will host the Guangxi High-end Green Home Products Expo to expand consumer markets and boost product visibility. We’ll also help leading high-end metal新材料 enterprises establish long-term supply-and-demand partnerships with major regional construction projects, enabling them to quickly clear inventory. Finally, we’ll promote renowned and high-quality pharmaceutical products to be included in the National Essential Medicines List and the National Medical Insurance Catalog, while supporting key pharmaceutical companies in accelerating their efforts to achieve consistency evaluations of generic drug quality and efficacy, as well as obtaining GMP certification. III. Organize and Launch a Special Action to Strengthen and Supplement Key Industrial Chains

(10) Build the automotive industry chain. Leveraging key enterprises, we will build a modern, fully integrated automotive industry chain with a prominent brand and comprehensive systems. We will accelerate the development of mid-to-high-end vehicle products, deeply implementing SAIC-GM-Wuling's "Cross-10 Project" to create high-quality, sporty multi-purpose vehicles and mid-size sedans, while also launching new Baojun models such as the CN300S. Additionally, we'll promote localized production of foundational materials and critical components, boosting large-scale manufacturing capacity for automotive steel and aluminum. Furthermore, we'll expedite the construction of key powertrain projects, including the 2.0T engine and GM's front-wheel-drive 6AT automatic transmission, ultimately driving the local automotive parts supply rate up to 70%. Finally, we'll advance the "New Four Modernizations" of the automotive industry—namely, electrification, connectivity, intelligence, and sharing—while accelerating the construction of Guoxuan High-Tech's next-generation power battery project and attracting cutting-edge initiatives like automotive advanced driver-assistance system controllers, electric drive motors with motor controllers, and charging/discharging modules. (11) Expand the machinery industry chain. Leveraging enterprises such as LiuGong Group and Yuchai Group, we will advance the construction of Guangxi Intelligent Manufacturing City (Liuzhou), Guangxi Advanced Equipment Manufacturing City (Yulin), and Nanning High-end Equipment Manufacturing City, aiming to build a technologically advanced, fully integrated machinery industry chain with strong international competitiveness. We will strengthen local component-supply capabilities by supporting key enterprises like LiuGong Group in introducing complementary projects such as radiator assemblies, tracks, and gearboxes, while assisting Yuchai Group in bringing in components like camshafts and post-treatment systems for China VI engines. Additionally, we will accelerate the development of major projects, including LiuGong’s drive axles and Yuchai’s China VI engines, thereby boosting the local supply rates for construction machinery and internal combustion engines to 60% and 50%, respectively. Meanwhile, we will expedite new product R&D efforts, encouraging LiuGong Group to speed up the development of innovative products such as new-energy construction machinery, smart remote-controlled loaders, and autonomous loaders. At the same time, Yuchai Group will be supported in researching and producing non-road T4 diesel engines and marine power engines, among other cutting-edge products. Finally, we will expand the instrumentation and metering industry by building on the existing industrial foundations in Liuzhou and Guilin. This includes fostering enterprises to develop industrial automation measurement and control instruments, as well as large-scale, high-precision scientific testing and analytical equipment. We will also attract smart meter manufacturers, stimulating the clustering and growth of related component suppliers, ultimately creating a thriving instrumentation and metering industry cluster. (12) Extend the electronic information industry chain. Establish the Beihai, Guilin, and Nanning electronic information industry bases, and accelerate the development of a complete, highly innovative electronic information industrial chain. **Mobile Phone Industry:** Building on the foundation of companies like Guilin Shenzhen Technology Co., Ltd., we will attract supporting projects in areas such as complete device manufacturing and electronic components. This includes speeding up the construction of projects like the Shenzhen Technology Intelligent Manufacturing Base and the GuiDian-Huawei Kunpeng Joint Innovation Center, with the goal of boosting the local first-tier component sourcing rate to 50%. **New Display Industry:** Leveraging enterprises such as Guangxi HKC Smart Display Co., Ltd. and Guangxi Taijia Optoelectronics Technology Co., Ltd., we will introduce manufacturers of key materials like polarizing films and driver chips. Simultaneously, we’ll expedite the development of projects including Guilin Meiying Display Screens and Beihai Hanboke Touch Module, aiming to raise the local first-tier component sourcing rate to 50%. **Electroacoustic Products Industry:** Focusing on companies like Guangxi Ruitai Technology Co., Ltd., we will expand into smart audio-visual systems and electroacoustic components. Key projects, such as Nanning Goertek Smart Hardware and Wuzhou Guoguang Electronics, will be accelerated to drive the local first-tier component sourcing rate up to 60%. (13) Strengthen the high-end metal new materials industry chain. Focusing on sectors such as machinery, automotive, rail transit, and aerospace, we are building a high-end metal new materials industrial chain that ensures reliable raw material supply, boasts a robust smelting foundation, and excels in advanced processing and deep customization. **Stainless Steel New Materials Industry:** We are developing a comprehensive, end-to-end industrial chain—from stainless steel smelting and rolling to precision processing and the production of application-oriented products. Anchored by enterprises like Guangxi Beibu Gulf New Materials Co., Ltd. and Guangxi Liugang Zhongjin Stainless Steel Co., Ltd., this initiative leverages key industrial bases in Fangchenggang, Yulin, Beihai, and Wuzhou. It prioritizes advancing projects such as the Liugang Zhongjin nickel-iron smelting facility, accelerating the industrial application of innovative materials like new and high-density alloys. Ultimately, the goal is to establish a nationally significant R&D and manufacturing hub for stainless steel new materials. **Copper New Materials Industry:** We are constructing a full industrial chain for copper—spanning from refined copper concentrate to electrolytic copper, followed by copper material processing and finally into end-use copper products. This initiative is led by companies such as Guangxi Nanguo Copper Industry Co., Ltd. (referred to as Nanguo Copper) and Guangxi Jinchuan Nonferrous Metals Co., Ltd. It aims to address existing gaps in copper strip, copper rod, and copper foil processing, while fostering the development of high-value-added products like power and electrical equipment, precision control cables, and motor components. Additionally, we are expediting the construction of key projects including Phase II and Phase III of Nanguo Copper, Zhengwei Yulin New Materials Industrial City, and Xinke Copper Precision Electronic Copper Strip facilities. Our ambition is to boost the local conversion rate of electrolytic copper in our region to 60%. **Aluminum New Materials Industry:** We are creating a national-level industrial chain that integrates bauxite mining, alumina production, primary aluminum smelting, advanced aluminum processing, aluminum product manufacturing, and the recycling of aluminum scrap—all supported by complementary industries. This initiative seeks to establish a premier national eco-friendly aluminum base. Led by enterprises such as Chinalco Guangxi Branch and Guangxi NanNan Aluminum Processing Co., Ltd., it promotes the construction of cutting-edge aluminum processing projects and fosters the expansion of downstream industries. Key priorities include advancing aluminum applications in automotive components like car bodies and wheels, as well as in transportation sectors such as rail transit and shipbuilding alloy systems. Meanwhile, we’re also driving growth in electronics-focused aluminum products, including premium exterior parts for high-end electronics and medium-to-high voltage electronic aluminum foils. Additionally, we’re expanding aerospace-grade aluminum applications, such as precision castings, high-performance aluminum alloy materials, and advanced aerospace components. To accelerate progress, we are intensifying efforts to build the Baise Eco-Aluminum Industry Demonstration Base, the Guangxi Eco-Aluminum Industrial Base (located in Fangchenggang), and the Nanning High-End Aluminum Industry Base. Our ultimate goal is to raise the local conversion rate of primary aluminum to 70%. (14) Develop a green, high-end petrochemical industry chain. Focusing on Qinzhou and Beihai, we will optimize the industrial structure, steadily expand the scale of the refining and petrochemical industry, extend the mid- and downstream industrial chains, and elevate the industry toward higher-end, greener development. This will involve building an integrated refining-petrochemical industrial chain and a diversified olefin industrial chain. In Qinzhou, priority will be given to developing the refining—ethylene/propylene/aromatics industrial chain, as well as the light hydrocarbon cracking—ethylene/propylene chain and the coal-to-chemicals—ethylene/propylene chain. Meanwhile, Beihai will concentrate on advancing the refining—propylene/aromatics industrial chain. We will also promote the development of high-value-added organic raw materials, general-purpose chemical products, electronic chemicals, and other fine chemicals. Additionally, we’ll increase the share of green chemical new materials such as functional materials, high-performance synthetic materials, and biodegradable materials, thereby driving growth in related industries like rubber plastics and textile chemicals. Efforts will accelerate the construction of integrated projects, including Huayi Qinzhou Chemical New Materials, Hengyi Qinzhou High-End Green Chemical Fiber, Tongkun Beibu Gulf Green Petrochemical, Sinopec Beihai Refining & Chemical, and PetroChina Qinzhou Refining & Chemical. At the same time, we will actively attract large-scale refining-petrochemical integration projects and renowned domestic and international enterprises, aiming to establish a comprehensive, green, and high-end petrochemical industry chain. Ultimately, this will help create a nationally unique "oil, coal, gas, and salt"-diversified green petrochemical industry system. (15) Expand the biopharmaceutical industry chain. Leveraging key pharmaceutical enterprises, we will build a distinctive, comprehensive biopharmaceutical industry chain. For the Traditional Chinese Medicine (TCM) and Ethnic Medicine sector: Based on Guangxi Wuzhou Pharmaceutical (Group) Co., Ltd. and Guilin Sanjin Pharmaceutical Co., Ltd., we will strengthen the research and development as well as production of proprietary Chinese medicines and natural remedies. This will help solidify a robust TCM and ethnic medicine industry chain that integrates cutting-edge TCM technologies, innovative production processes, new product development, and the secondary innovation of time-tested, high-quality products. In the chemical pharmaceutical industry: Building on the strengths of Guilin Huaxin Pharmaceutical Co., Ltd. and Guangxi Kailun Pharmaceutical Co., Ltd. in developing chemical APIs, and leveraging Guilin Nan Yao Co., Ltd. and Guangxi Nanning Baihui Pharmaceutical Group Co., Ltd. for chemical formulations, we will actively attract complementary enterprises. This initiative will accelerate efforts to achieve consistency evaluations of generic drugs in terms of quality and efficacy, while also intensifying research into breakthrough new medications targeting major diseases like cancer. Ultimately, this will create a specialized chemical pharmaceutical industry chain that encompasses R&D outsourcing, as well as the development, manufacturing, and distribution of both innovative and generic drugs. For the medical device industry: Centered around Guilin Youlite Electronic Group Co., Ltd. and Guangxi Juxing Medical Device Co., Ltd., we will expedite the construction of demonstration parks for medical devices in Nanning and Guilin. At the same time, we will proactively nurture and expand a medical device industry chain that spans across innovative device R&D and design, advanced manufacturing, rigorous product testing, sophisticated packaging, and efficient logistics and distribution. Lastly, in the medical technology services sector: We will support the growth of third-party medical testing institutions in Nanning, with companies like Guangxi Huayin Medical Testing Co., Ltd. serving as the foundation. By accelerating the seamless integration of R&D, manufacturing, and other critical stages, we aim to drive continuous upgrades and optimizations in medical testing equipment and consumable products. Over time, this will help establish a medical technology services industry chain that prioritizes innovation, centers on manufacturing excellence, and ultimately delivers advanced medical solutions to end-users through comprehensive testing services. To further bolster local supply capabilities, we will speed up the development of Guangxi’s “Customized Medicinal Herb Gardens.” Key projects include establishing the Quanzhou Jinhuai Standardized Demonstration Planting Base, the Fuchuan Liangmianzhen CR Sanjiu Chinese Herbal Medicine Planting Demonstration Base, and the Hechi Guangdougen Planting Base—each serving as vital hubs for cultivating high-quality medicinal materials. (Sixteen) Building a high-end, green home furnishing industry chain. Based on enterprises such as Guangxi Forestry Group Co., Ltd., Guangxi Sen Gong Group Co., Ltd., Guangxi Zhiguang Furniture Group Co., Ltd., and Guangxi Fenglin Wood Industry Group Co., Ltd., we will build a comprehensive, high-end green home furnishing industry chain spanning from raw material bases to engineered boards and finally to premium eco-friendly home products. We aim to scale up and strengthen the engineered board industry by focusing on high-tech board products like lightweight fiberboards and ultra-strong particleboards. Meanwhile, we will accelerate the construction of key projects such as the Xinyewei oriented strand board project in Heng County and the technological upgrade of Shangsi Hualin’s ultra-thin, high-density fiberboard facility, thereby boosting both the industry’s scale and product quality. To further develop the furniture sector, we will prioritize the production of customized whole-house furniture, personalized kitchen cabinets, and fully finished residential furnishings. Additionally, we’ll advance critical projects like the intelligent panel furniture production line upgrade at Zhiguang and the construction of Oukaro’s Industry 4.0 customized home furnishing line, driving the industry toward higher-end, premium furniture solutions. Finally, we will enhance the supporting industrial chain for adhesives, hardware components, and other accessories. This includes encouraging companies to develop formaldehyde-free adhesives, decorative papers, slides, hinges, and other innovative products. We’ll also attract leading furniture component manufacturers to establish themselves in the region, fostering robust growth across the entire supply chain. Moreover, we will bolster timber imports by establishing international timber trading centers and import-processing hubs in cities like Qinzhou, Beihai, and Fangchenggang. These initiatives will ensure a steady supply of high-quality raw materials, providing crucial support for the entire high-end, green home furnishing industry chain. (17) Foster emerging, future-oriented industrial chains with competitive advantages. Strengthen traditional advantageous industries, and accelerate the development of emerging sectors such as new-energy vehicles, fifth-generation mobile communication (5G) equipment and applications, high-end equipment manufacturing, and cutting-edge new materials, thereby fostering a number of thriving, industry-specific innovation chains. **New-Energy Vehicle Industry Chain:** Focus on developing pure electric vehicles and plug-in hybrid vehicles for passenger cars, while prioritizing pure electric buses and fuel-cell-powered trucks for commercial vehicles. Building upon the strengths of enterprises like SAIC-GM-Wuling and Dongfeng Liuzhou Motor, we will establish a core technology system for the "three-electric systems," expand the supporting industrial chain covering batteries, motors, and electronic control systems, and drive the local component sourcing rate up to 60%, steadily scaling up the overall size of the new-energy vehicle industry. **5G Equipment and Application Industry Chain:** Promote the development of 5G-ready mobile devices, advanced routers, and other 5G equipment based on IPv6 and 5G standards, boosting the local first-tier component sourcing rate to 30%. In the biopharmaceutical field, advances will center on health-related medicines, targeted therapies, novel drug development, and cutting-edge medical device technologies. Finally, the green, high-end petrochemical industry will prioritize diversifying chemical feedstocks like olefins and aromatics, accelerating the localization of critical petrochemical equipment, and promoting eco-friendly production processes for fine chemicals. Meanwhile, the green, high-end home furnishings sector will focus on pioneering sustainable manufacturing techniques, with particular emphasis on achieving breakthroughs in formaldehyde-free adhesive technology, as well as advancing the R&D and adoption of advanced, high-quality drying technologies. Additionally, the region will cultivate 10 autonomous-region-level industrial-chain innovation alliances and 20 autonomous-region-level manufacturing innovation centers, while also fostering more than 5 national-level manufacturing innovation platforms. Furthermore, key enterprises will be encouraged to proactively connect with domestic and international innovation resources, aligning their development needs with cutting-edge capabilities. Additionally, provide support for innovative platforms such as the Construction Machinery Manufacturing Innovation Center and the Intelligent Connected Vehicle Quality Supervision Platform. Finally, recommend a group of intellectual property demonstration enterprises and industry-leading companies to be added to the national roster. Deepen the system of government leaders at the autonomous region, city, and county levels to connect with and serve enterprises, creating comprehensive lifecycle support mechanisms for industrial chain projects, fostering entrepreneur involvement in policy-making, and ensuring end-to-end service for enterprise-related policies. Conduct special supervision and inspections aimed at bolstering the stability and competitiveness of industrial and supply chains, while establishing regular or ad-hoc reporting systems to track progress. Additionally, provide support for building a unified platform to disseminate Guangxi's business-friendly policies, enhancing awareness of these measures, and promptly highlight and promote best practices from various regions to cultivate a positive and supportive environment.

After the issuance of this measure, relevant units within the autonomous region and all prefecture-level cities should promptly formulate corresponding supporting measures, translating the related policy initiatives into specific tasks, projects, and action lists to ensure that each goal and task is effectively implemented.
